A structured, field-tested approach to managing MCC international development projects — from initiation through delivery.

The PPMM is MCC’s practical guide to managing international development projects. Structured into 10 sequential steps, it gives project teams a clear path from project definition through delivery — drawing on best practices from PMI®, PM4R, and MCC’s own field experience. Each step builds on the previous one, so teams develop the right documents at the right time, in the right order.

THE 10 STEPS

Follow the methodology from start to finish

Each step produces a key document (output) that feeds into the next. Plan for roughly one week per step.

INITIATION

High Level Project Definition

What is your project?

Define the direction and purpose of the project by creating a Project Charter — the foundational document that aligns the team, establishes governance, and authorizes work to begin. The charter captures scope, schedule, budget, and key milestones at a high level.

What is the work involved?

Break down the project’s full scope into manageable work packages through a Work Breakdown Structure (WBS). This ensures every piece of work — from high-level deliverables to detailed tasks — is visible, connected, and contributing to project goals.

Project Time Management

When are you going to do it?

Sequence work packages, estimate durations, and identify the critical path using a Network Diagram. Effective time management helps teams allocate resources efficiently, detect scheduling risks early, and keep the project on track.

Project Cost Management

How much is it going to cost?

Estimate, budget, and plan expenditures against the approved project budget. The S-Curve provides a visual representation of cumulative planned costs over time, enabling teams to track spending, identify variances, and maintain financial transparency with stakeholders.

Project Contract Management

Who needs to be contracted?

Map all procurement needs to the WBS using a Contract Matrix — the critical bridge between project scope and acquisition of goods and services. This step feeds directly into the Contract Performance Management Plan (CPMP), which enables ongoing oversight of contractor performance throughout execution.

Project Leadership & Stakeholder Management

Who needs to be involved?

Identify and engage the right stakeholders at the right time. A Stakeholder Coordination Plan and RACI Matrix clarify roles and responsibilities, improve communication, and ensure accountability across the project team and key partners.

How do you manage uncertainty?

Identify, assess, and plan responses to project risks before they become issues. The Risk Matrix gives teams a structured view of potential threats and opportunities, enabling proactive mitigation rather than reactive problem-solving.

Project Integration Management

How do you manage alignment and change control?

Bring all planning elements together into a unified Planning Matrix, and establish a Change Control process to manage scope, cost, or schedule modifications in an organized, transparent way. Integration management ensures all project components remain coherent as the project evolves.

EXECUTION

Project Kick-off Coming Soon

How are you going to deliver it?

Transition from planning to execution by launching the project with a formal kick-off. The Quarterly Implementation Plan (QIP) organizes work packages into time-bound sprints, while a Self-Assignment of Roles ensures team members take clear ownership of deliverables.

EXECUTION

Project Delivery

What are the results?

Execute, track, and deliver priority work packages using a Kanban Board to visualize workflow and manage team capacity. At the end of each sprint, After-Action Reviews capture lessons learned to continuously improve performance throughout the project lifecycle.
